ICBC Post-Doctoral Research Center ("Center"), a scientific and research institute, opened in October 2002 under the approval of Ministry of Personnel. A particular management emphasis of the Center has been in pursuit of excellence in every situation and innovation. The Center is committed to the applied research into the theory of financial reform and banking system innovation so as to offer policy suggestion and decision reference for ICBC's reform and development.
ICBC Post-Doctoral Research Center is the first such Center among the state-owned commercial banks. This is a milestone for commercial banks to practice post-doctoral system, also a fruitful attempt of ICBC to attract and train top talents, study the major concerns in development and reform, and pursue business innovation and transformation.
Members of the Expert Steering Committee of the Center are acclaimed scholars in China. The Center also works with well-known universities and research institutes in China, such as Peking University, Renmin University of China, Fudan University, Chinese Academy of Social Sciences, and University of Chinese Academy of Social Sciences to launch a post-doctoral joint-training scheme. The Center arranges three advisors for each postdoctoral researcher. Advisors from outside ICBC are respected academicians: Lin Yifu, Li Yang, Chen Yulu, Wang Liming, Wu Xiaoqiu, Cao Fengqi, Lu Zhengfei, Xu Xinzhong, Wu Changqi, Wang Liyan, Liang Junping, Zhang Jie, Zhao Xijun, Zhuang Yumin and Wu Jingping. Advisors from ICBC are ICBC leaders: Jiang Jianqing, Yang Kaisheng, Wang Lili, Li Xiaopeng, Luo Xi, Yi Huiman, Zhang Hongli, Wang Xiquan. Tutors from ICBC are leaders in branches, general managers and deputy general managers: Wei Guoxiong, Lin Xiaoxuan, Hu Hao, Zhan Xiangyang, Mo Fumin, Li Weiping, Liu Zigang, Zhang Wei, Zhou Yueqiu, Bai Tao, Shen Rujun, Zhu Changfa, Liu Ruixia, Wang Yungui, Gu Shu, Li Yong, Cong Lin, Fan Zhigang and Chen Daobin. The Center provides the postdoctoral researchers a very nice working environment and living condition so that they can concentrate on their research and achieve admirable results.
By end-2012, altogether in 10 years 47 post-doctoral researchers who scored the best in the ICBC open recruitment test enrolled in the Center. Since its inception, ICBC Post-Doctoral Research Center has made significant contribution to ICBC's capacity in the research of cutting-edge financial theories and the implementation of key projects. The Center is a recognized base of expertise in the theoretical work and a pool of top talents for ICBC's reform and innovation.
I. ICBC Post-Doctoral Research Center - Organization Structure and Members 1. Organization Structure: The Post-Doctoral Research Center is led by the Post-Doctoral Research Center Leadership Group ("Leadership Group ") under which are Post-Doctoral Research Center Expert Steering Committee ("Expert Steering Committee") and Post-Doctoral Research Center Management Office ("Management Office").
The Leadership Group is made up of ICBC leaders and managers from ICBC Head Office's departments/offices. The head and deputy head of the Leadership Group are ICBC leaders. Members are managers from ICBC Head Office's departments/offices. The Leadership Group is mainly responsible for: review and approve management regulations of the Center, line up partners to cooperate with, approve cooperation agreement, decide research projects, decide the recruitment scale of researchers, screen researchers' list, decide researchers' salary, welfare benefits and expenses, approve the periodic appraisal system and incentive scheme for the researchers, screen the final list of researchers who are qualified to leave the Center, decide the list of unqualified researchers who have to leave the Center, decide the list in Expert Steering Committee, appoint Director of Management Office, and other important matters.
Expert Steering Committee is made up of ICBC leaders, experts inside and outside ICBC and there is one chairman (from ICBC leaders) and several vice chairmen and members. Management Office is in charge of the liaison and coordination of the Committee. Main responsibilities of the Expert Steering Committee are: approve the research plan of the researchers, review researchers' papers, other results and their research standard, hold dissertation defense for graduate researchers, suggest if researchers are qualified to leave the Center, and other duties should be exercised.
Management Office works in the same office with ICBC Urban Finance Research Institute and is responsible for the day-to-day management of the Center. All liaisons with the outside are in the name of Management Office. The manager of ICBC Urban Finance Research Institute also acts as the director of Management Office. Management Office is mainly responsible for: finalize the management regulations of the Center, finalize yearly recruitment plan of the researchers and project topics, schedule the announcement, proficiency examination, interview, finalize the list of researchers enrolled in the Center for approval by the Leadership Group, arrange the project research, manage daily and review the work of the researchers, finalize the review for approval by Leadership Group, approve the research budget and traveling expenses for the researchers, and other duties should be exercised.
