III. Features and Strengths Central budgetary units at all levels, after login ICBC cutting-edge Internet Bank, can easily check the payments in real-time, without having to leave the comfort and safety of home or office. The headquarters of the budgetary units can also dynamically monitor and centralized manage the payments by subsidiary units, which is a response to the e-government initiative and a service tailored to the needs of Central budgetary units.

V. Application Condition The Central budgetary units at all levels who have signed up ICBC authorized payment are welcomed to sign up "Online Bank-Finance Link" service.
VI. Steps (I) Sign up Internet Banking Central budgetary units submit ICBC Application Form for Registration, Amendment (Cancellation) of "Online Bank-Finance Link" to ICBC. Once approved by the A/C opening branch, sign ICBC Electronic Banking Service Agreement for Corporate Account.
(II) Manage Account Under "Online Bank-Finance Link" there are two level-1 columns - Check Bank-Finance Link and Customer Services. After login ICBC Internet Banking, click "Bank-Finance Link", displayed on the webpage is a list of Central budgetary units by area and five buttons - "Submit", "Clear", "Select all", "Display", and "Restore". 1. Submit: Make the selected accounts effective, subsequent enquiries will be based on the selected accounts. Choose at least one account. 2. Clear: Mark the selected accounts as "Not selected". 3. Select all: Mark all accounts as "selected". 4. Display: Display all areas. 5. Restore: Close all areas.
(III) Check Payment Limit 1. After clicking the function, under "Choose A/C" is a list of selected accounts for customer to choose. When the customer chooses the accounts, the accounts are displayed alternatively by "level of budgetary unit" and "area". 2. The customer submits after selecting the accounts. ICBC system displays available limit, attributes (basic expense or project expense) for all items, adds all limits. ICBC system prints the credit advice in the format as credit advice printed at the counter. 3. Functions are also provided for customers to download and print the limit.
(IV) Check Intra-day Payments 1. After clicking the function, under "Choose A/C" is a list of selected accounts for customer to choose. When the customer chooses the accounts, the accounts are displayed alternatively by "level of budgetary unit" and "area". 2. If the customer does not enter item code, ICBC system will check all accounts' payments on the day with subtotal and total. If the customer enters item code, payments on the day under the item code will be displayed. The customer may also enquire as per minimum amount and maximum amount. The system's default minimum amount is RMB 0.00, up to RMB 10,000,000,000.00. 3. Details about intra-day payments include: budgetary unit's name, code, zero-balance account number, item code, item name, type of voucher, voucher number, amount drawn on the day, amount returned to Treasury on the day, limit allocated on the day (null when there is no limit), area, outlet, payee's account number, account name, transaction type, settlement option, payment voucher No., type of amount, limit not drawn. Details are printed in the format similar to the statement printed at the counter 4. It in meanwhile provides download and printing function.
(V) Check History Payments 1. After clicking the function, under "Choose A/C" is a list of selected accounts for customer to choose. When the customer chooses the accounts, the accounts are displayed alternatively by "level of budgetary unit" and "area". 2. If the customer does not enter item code, ICBC system will check all accounts' history payments and display in the order of "by item" and "time". If item code is entered, history payments under the item code will be displayed. Customer enters enquiry period, system default for ending date is current day. The customer may also enquire as per minimum amount and maximum amount. The system's default minimum amount is RMB 0.00, up to RMB 10,000,000,000.00. 3. Details about history payments include: budgetary unit's name, code, zero-balance account number, item code, item name, type of voucher, voucher number, amount drawn, amount returned to Treasury, limit allocated on the day (null when there is no limit), area, outlet, payee's account number, account name, transaction type, settlement option, payment voucher No., type of amount, limit not drawn. Details are printed in the format similar to the statement printed at the counter. 4. Provides download and printing function.
